The facility sits in Doddridge County near U.S. Route 50 and has operated since August 2001. WVDCR describes it as one of the largest jails in West Virginia. Current Wirt County jail custody is searched through the WV Regional Jail OIS offender search, not through a Wirt County jail roster. The jail search requires at least the first three letters of the last name, allows an optional first name, and uses reCAPTCHA before results are returned. Results should be checked for facility and status because North Central houses people from several counties, not just Wirt County. The portal also warns that location, release date, status, and other information may change quickly.

North Central Jail Population

North Central population figures need careful wording because official reports use different measures. WVDCR FY2025 lists a rated population of 564 for North Central. An older FY2017 Regional Jail Authority capacity table listed original design capacity of 394, plus 180 added bunks and 260 stackable bunks, for a total bed-capacity figure of 834. A 2025 PREA audit reported 848 inmates, residents, and detainees on the first day of the on-site audit. Those figures do not create a Wirt-only jail count because North Central serves several counties and also houses federal detainees.

WVDCR FY2025 reported 19 state prison offenders from Wirt County on or around June 30, 2025, but that is a state prison custody count by county of commitment or origin. It is not a count of people physically in North Central on that day. For live jail context, the WV Daily Incarcerations tool can be searched by Wirt County or reviewed by institution. The research record found North Central listed with six admissions in the admissions-by-institution table on July 2, 2026, but that is a daily admissions snapshot, not the total population.


North Central Visitation Rules

North Central visits are non-contact and must be scheduled in advance through the inmate request process. The visitation rules say the inmate submits a request by kiosk to "Visitation Requests" or uses NCRJ Form 5-0033 if the kiosk is not functional. The request window opens Monday at 0800 and closes at noon Thursday for visits the following week. Regular visits last 30 minutes, and the rules allow one regular visit per month per inmate. Visitor names must be listed on the request, and unlisted arrivals are not eligible to visit.

Each visit is limited to one adult and two minor children, or two adults. Adult visitors must sign the logbook and show valid government photo ID. Minor visitors need an adult who qualifies under the rules, and some minors need notarized permission and a birth certificate. Visitors should expect a canine search if available, magnetometer screening, x-ray screening, and pat search. The rules bar many items from the visitation area, including cell phones, purses, pocketknives, diaper bags, watches, tobacco, weapons, drugs, and alcohol.


Directions to North Central Jail

Wirt County visitors must plan for a trip to Greenwood rather than a local jail visit in Elizabeth. WVDCR says North Central is just off U.S. Route 50 and about 35 miles from Clarksburg when coming from the I-79 side. From the Parkersburg or I-77 side, DCR directs visitors to U.S. 50 east toward Clarksburg and says the facility is about 45 miles from Parkersburg. The specific visitor directions use Stone Valley Road, Duckworth Road, and Lois Lane.

From Parkersburg, the visitation rules describe turning left off Route 50 onto Stone Valley Road near mile marker 49, then taking the first left onto Duckworth Road, traveling about one-half mile to Lois Lane, and turning right. Lois Lane dead-ends at the facility. From Clarksburg, the Stone Valley Road turn is to the right, followed by the same Duckworth Road and Lois Lane approach. The DCR page also says to follow signs for the West Virginia State Police and regional jail.

Travel rules are strict enough to matter. The NCRJ visitation rules state there is no local transportation and no bus service. They also state the nearest taxi service is in Clarksburg and Parkersburg, with one hotel in Ellenboro about 11 miles from the facility. Visitors may not sit in or loiter around vehicles in the NCRJ parking lot, whether approved or denied for a visit. Anyone not visiting must leave facility property.

Federal Detainees at North Central

North Central is not a federal prison, but WVDCR annual reports say it contractually houses federal detainees for the U.S. Marshals Service. That distinction affects lookup. A federal pretrial detainee may be physically held at North Central while the criminal case is in federal court and custody authority belongs to USMS. The WV Regional Jail search may help with a facility location in some cases, but federal case status and federal custody decisions are not Wirt County jail records.
