North Central Regional Jail and Correctional Facility is a West Virginia Division of Corrections and Rehabilitation regional jail and correctional facility at 1 Lois Lane in Greenwood. The facility sits in Doddridge County near U.S. Route 50 and has operated since August 2001. WVDCR describes it as one of the largest jails in West Virginia. For Wirt County residents, the key point is jurisdiction: the Wirt County Sheriff may make an arrest, serve a warrant, or keep local law-enforcement records, but the jail booking and custody record is maintained in the state regional jail system.

The WVDCR facility page lists Doddridge, Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, and Wood as counties served by North Central. The WVDCR FY2025 annual report uses broader mission wording and includes Wirt, Ritchie, Wood, Pleasants, Doddridge, Harrison, Marion, Monongalia, Tyler, and Wetzel. The same annual-report material says North Central also contractually houses federal detainees for the U.S. Marshals Service. That mix means the jail can hold pretrial jail detainees, short-sentence jail inmates, people awaiting transfer after sentencing, and federal pretrial detainees under a separate authority.

Use North Central Regional Jail and Correctional Facility for facility-specific questions about custody status, visiting, mail, phones, video, and directions. Use the Wirt County Sheriff for local arrest reports, incident reports, active warrant questions, and West Virginia FOIA requests for sheriff-held records. North Central Inmate Lookup

Current Wirt County jail custody is searched through the WV Regional Jail OIS offender search, not through a Wirt County jail roster. The jail search requires at least the first three letters of the last name, allows an optional first name, and uses reCAPTCHA before results are returned. Results should be checked for facility and status because North Central houses people from several counties, not just Wirt County. The portal also warns that location, release date, status, and other information may change quickly.

3. Complete the reCAPTCHA and review the matching records for the North Central Regional Jail facility name.

North Central Jail Population

North Central population figures need careful wording because official reports use different measures. WVDCR FY2025 lists a rated population of 564 for North Central. An older FY2017 Regional Jail Authority capacity table listed original design capacity of 394, plus 180 added bunks and 260 stackable bunks, for a total bed-capacity figure of 834. A 2025 PREA audit reported 848 inmates, residents, and detainees on the first day of the on-site audit. Those figures do not create a Wirt-only jail count because North Central serves several counties and also houses federal detainees.

WVDCR FY2025 reported 19 state prison offenders from Wirt County on or around June 30, 2025, but that is a state prison custody count by county of commitment or origin. It is not a count of people physically in North Central on that day. For live jail context, the WV Daily Incarcerations tool can be searched by Wirt County or reviewed by institution. The research record found North Central listed with six admissions in the admissions-by-institution table on July 2, 2026, but that is a daily admissions snapshot, not the total population.

North Central Visitation Rules

North Central visits are non-contact and must be scheduled in advance through the inmate request process. The visitation rules say the inmate submits a request by kiosk to "Visitation Requests" or uses NCRJ Form 5-0033 if the kiosk is not functional. The request window opens Monday at 0800 and closes at noon Thursday for visits the following week. Regular visits last 30 minutes, and the rules allow one regular visit per month per inmate. Visitor names must be listed on the request, and unlisted arrivals are not eligible to visit.

Each visit is limited to one adult and two minor children, or two adults. Adult visitors must sign the logbook and show valid government photo ID. Minor visitors need an adult who qualifies under the rules, and some minors need notarized permission and a birth certificate. Visitors should expect a canine search if available, magnetometer screening, x-ray screening, and pat search. The rules bar many items from the visitation area, including cell phones, purses, pocketknives, diaper bags, watches, tobacco, weapons, drugs, and alcohol.

Directions to North Central Jail

Wirt County visitors must plan for a trip to Greenwood rather than a local jail visit in Elizabeth. WVDCR says North Central is just off U.S. Route 50 and about 35 miles from Clarksburg when coming from the I-79 side. From the Parkersburg or I-77 side, DCR directs visitors to U.S. 50 east toward Clarksburg and says the facility is about 45 miles from Parkersburg. The specific visitor directions use Stone Valley Road, Duckworth Road, and Lois Lane.

From Parkersburg, the visitation rules describe turning left off Route 50 onto Stone Valley Road near mile marker 49, then taking the first left onto Duckworth Road, traveling about one-half mile to Lois Lane, and turning right. Lois Lane dead-ends at the facility. From Clarksburg, the Stone Valley Road turn is to the right, followed by the same Duckworth Road and Lois Lane approach. The DCR page also says to follow signs for the West Virginia State Police and regional jail.

Travel rules are strict enough to matter. The NCRJ visitation rules state there is no local transportation and no bus service. They also state the nearest taxi service is in Clarksburg and Parkersburg, with one hotel in Ellenboro about 11 miles from the facility. Visitors may not sit in or loiter around vehicles in the NCRJ parking lot, whether approved or denied for a visit. Anyone not visiting must leave facility property.

North Central Mail Money Calls

WVDCR policies and statewide offender-service pages govern mail, phone, video, and deposits for North Central. The research did not locate a public NCRJ-specific mail-format page beyond the facility address, so family members should confirm the exact envelope format with the facility before mailing. Use the inmate name and OID or booking identifier when known, and do not send items that WVDCR mail policy bars. Mail may be opened, inspected, rejected, or limited under corrections policy.

A fee table specific to North Central was not located in the official sources reviewed, so do not assume a deposit fee, spending limit, or commissary schedule without checking the current vendor screen or calling the facility.

Federal Detainees at North Central

North Central is not a federal prison, but WVDCR annual reports say it contractually houses federal detainees for the U.S. Marshals Service. That distinction affects lookup. A federal pretrial detainee may be physically held at North Central while the criminal case is in federal court and custody authority belongs to USMS. The WV Regional Jail search may help with a facility location in some cases, but federal case status and federal custody decisions are not Wirt County jail records.

Sentenced federal inmates are searched through the Federal Bureau of Prisons inmate locator, which covers federal inmates incarcerated from 1982 to the present. Federal pretrial custody may require contact with the detention facility or the U.S. Marshals Service district office. North Central Records Fallback

When the online jail lookup does not answer the question, use the custodian that owns the record. For Wirt County arrest reports, warrant-service records, transport details, and local incident files, send a West Virginia FOIA request to the Wirt County Sheriff as custodian. The sheriff site does not publish a dedicated public-records form, but the office has a posted address, phone number, and general contact channel. A strong request names the person, arrest date, case number if known, arresting agency, and the specific record requested.

For jail booking and custody records, contact North Central or WVDCR because the facility is state-run. West Virginia Code section 29B-1-3 requires public-records requests to be made to the custodian, and section 29B-1-4 preserves exemptions for records that are sealed, confidential, juvenile, private, investigatory, or otherwise restricted. It lists West Virginia 211, Help4WV, Alcoholics Anonymous, Narcotics Anonymous, Medicaid, the National Suicide Prevention Lifeline, the Veterans Crisis line, domestic violence resources, behavioral health providers, substance-abuse treatment contacts, housing referrals, employment help, and Workforce WV offices. That resource mix is useful for Wirt County families because release planning often starts before a court date or transfer is final.

WVDCR FY2025 reports statewide adult programs and grievance systems, including education, substance-abuse, life-skills, vocational, parole, and other completed program categories. Facility-specific completion counts for North Central were not located, so those statewide figures should not be stated as North Central results.
